Privacy Policy

WOMEN AND CHILD DEVELOPMENT DEPARTMENT, MADHYA PRADESH ("we", "us", or "our")
This Privacy Policy explains how we collect, protect, and handle information within the
Balginti mobile application. We are committed to ensuring the privacy and
security of our users and the children whose attendance is recorded.
1 Introduction
The Balginti Application is a specialized tool designed for Anganwadi workers (Karyakartas)
to facilitate the digital recording of daily attendance, headcount verification, and localized
health reporting. By using the App, you agree to the practices described in this policy.
2 Information Collection and Use
A. Personal Information
We collect specific information required for administrative and verification purposes:
- User Profiles: Full name, username, unique Worker ID, and assigned Anganwadi Center (AWC) identifiers.
- Login Credentials: Secure authentication tokens are used to maintain your session. We do not store your plain-text password on the device.
B. Location and Geofencing Data
To ensure accountability and verify that attendance is marked at the correct location:
- GPS Data: The App collects precise location data (Latitude and Longitude) to verify that the worker is within the 200-meter geofence of the assigned Anganwadi center.
- Record Tagging: Every attendance entry is stamped with the location of capture.
C. Camera and Image Data
To verify headcount accurately:
- Attendance Photos: The App uses the camera to take a group photo of the children present.
⚠️ Critical Privacy Measure: All images are processed locally on the device
to blur faces before any data is uploaded. This ensures that the identity of the children
remains protected and is never stored in a recognizable form on our servers.
D. Device Diagnostics
For technical troubleshooting and performance monitoring:
- System Status: Collection of battery levels, device temperature, RAM usage, and basic device identifiers (like IMEI) to ensure the App remains functional on all hardware variants.
3 Data Protection and Security
We employ industry-standard security measures to protect your data:
- Encryption at Rest: Sensitive data stored on the mobile device (like capture history) is kept in an encrypted secure storage layer.
- Encryption in Transit: All communication between the App and our servers is secured using SSL/TLS encryption.
- User Isolation: Data is partitioned by User ID to prevent cross-user data access on shared devices.
4 Children's Privacy
Given the App's involvement with minors, we adhere to strict data protection principles:
- Images are used strictly for headcount verification and are rendered anonymous (via blurring) immediately upon capture.
- No personally identifiable information (PII) of the children (such as their names or addresses) is collected or stored within this App.
5 Third-Party Libraries
We utilize specialized libraries for image analysis and liveness detection:
- OpenCV / ML Kit: These tools process image data locally on your device and do not share data with any external third parties.
6 Data Retention
Attendance records are retained on the device only until they are successfully synchronized
with the central server. Once synchronized, or upon user logout, the local history and
associated temporary files are securely deleted.
7 Your Rights
Users have the right to:
- View their attendance history within the App.
- Request correction of administrative details through their supervisor.
- Withdraw consent for data collection by discontinuing use of the App (note: this may affect your ability to perform official duties).
8 Compliance
This policy is intended to comply with the Digital Personal Data Protection (DPDP) Act
and other relevant regional regulations governing government IT services.
